Performs professional engineering duties within the Engineering Department, included and not limited to the areas of public works, , sewer and water construction, roadway design and construction, aviation, records management and environmental services; provides technical and administrative support to the County Engineer; completes applications for permits from other governmental bodies and from funding agencies; leads negotiations of consultant contracts; provides performance oversight of engineering contracts within the Engineering Department; assists in and coordinates the annual budget process; participates in the Department’s response during Countywide emergencies; supervises engineers and subordinates as directed by the County Engineer; performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of the principles and practices of more than one discipline of engineering; high-level knowledge of public works, land development and construction law; comprehensive knowledge of design, construction, operations and maintenance of water/wastewater, aviation, transportation, records management and stormwater management system; ability to perform highly technical engineering studies and to provide advice on complex engineering matters; ability to establish and maintain effective relationships with subordinates, contractors, consultants, developers, elected and appointed County officials, Federal and State agencies and the general public; good professional judgment; excellent computer knowledge and related engineering programs and systems; regular and timely attendance including assignments outside regular business hours demonstrating a strong work ethic; performance of duties in a professional and ethical manner; ability to define problems, collect pertinent data, establish facts, and draw scientific conclusions.
QUALIFICATIONS:
Minimum of a Bachelor’s Degree in Engineering and registration as a Delaware Professional Engineer (PE) or if PE license is registered with another state must have the ability to obtain Delaware PE through reciprocity; minimum of ten (10) years of progressively responsible experience providing the required diversity of knowledge, skills and abilities, five (5) of which must be in a supervisory capacity such as planning, assigning, reviewing, and evaluating the work of others and five (5) years must be in a direct responsible design function; proficiency in Microsoft Office, ARCGIS and a budgeting software is required; excellent customer service, organizational, verbal and written communication skills.
