Under the supervision of the Program and Project Supervisor, the incumbent is responsible for supervising, planning, and coordinating the activities of the Security and Resilience Branch as it relates to cybersecurity, physical security, and emergency management. The incumbent directly supervises the work of Security and Resilience Branch staff that work on cybersecurity, physical security, and emergency management, coordinates work with other Safety Policy Division sections and other Commission divisions, as necessary, and actively participates as a member of the Safety Policy Division’s management team.
Analyze security and reliability measures for CPUC-regulated entities to ensure security (Cyber and Physical) and emergency management measures and standards are in place. Develop, document, and evaluate advanced analytical and technical assignments to support emergency management/security policy decision-making and regulatory activities. Advise and confer with Commissioners, administrative law judges, advisors, other divisions, and division management concerning the security matters such as review of Security Plans, Emergency Management Plans, General Rate Cases, risk assessment and risk mitigation, compliance filings, and security incidents. Review relevant filings, testimony, exhibits, work papers, advice letters, and other documents.
Provide security advisory support for Commission proceedings, including rate-setting, quasi-legislative and adjudicatory, as needed. Review and summarize comments/responses, facilitate workshops, and working as an engineer subject matter expert in working with upper management.
Attend meetings; represent the Commission before various public agencies and the legislature; provide presentations to management, industry groups, government representatives, and the media; serve as an engineer subject matter expert in working with upper management.
Prepare correspondence, reports, and surveys; present relevant data; if needed, prepare white papers and staff proposals on technical and policy matters.

SPD advises the CPUC using tools such as policy, analysis, data, and oversight programs in the areas of utility risk assessment and mitigation, emergency response, cybersecurity and physical security, and corrective actions flowing from root cause analyses of security incidents.
