Job Description:

Seattle Public Utilities (SPU) is seeking an innovative professional to serve as the Training and Development Manager.

This position will serve a pivotal role in helping SPU to effectively meet its strategic leadership and workforce development objectives and is responsible for implementing training and career development action plans.

 


This position will design, implement, and evaluate programs that facilitate professional, skill, workforce and leadership development in support of SPU's Strategic Business Plan (Download PDF reader) and operational objectives. The position reports directly to the Human Resource Director and supervises a staff of six training professionals.

Job Responsibilities

The Training and Development Manager provides leadership focus and management for SPU's learning and education programs. The Manager coordinates the design and implementation of consistent education and development programs aligned with SPU's Mission. The successful candidate will be motivated by delivering training and building internal capacity to support SPU's strategic goal of improving services by continually updating employee skills. Flexibility, motivation, and a drive for results are critical to success in this leadership role - but a passion for employee learning and development is essential.

This leadership position is accountable for:

 

  • Establishing partnerships with partners within the organization and City of Seattle Human Resources (SDHR) to define, design, and implement a sustainable workforce development plan that is in alignment with SPU's Strategic Business Plan (Download PDF reader)
  • Creating and leading the project plans for assessing, designing, and or improving education and development programs in the leadership curriculum
  • The implementation and ongoing administration of SPU's curriculum database within its virtual training platform
  • Managing the development and implementation of training software and other automated platforms to gather data for enhancing current training programs and developing new ones
  • Collaborating with SPU leadership, business line management, and subject matter experts to identify learning opportunities to close knowledge or performance gaps and to gather source content for learning curriculum
  • Conducting needs assessments, surveys, evaluation, and research to assist in the design and scheduling of education and development programs
  • Delivering course content and assessing effectiveness based on learning objectives
  • Leading, instructing, and supporting SPU's Training team members through the instructional design lifecycle to achieve desired results
  • Coordinating with third-party to ensure high quality training and development programs are appropriate for SPU and expertly delivered at a competitive cost
  • Encouraging the development of blended learning solutions that are creative, engaging, relevant, and appropriate to course topic and delivery methods
  • Coordinating safety training and education programs
  • Assessing training needs and monitoring training completion
  • Partnering with business operations and the human resources team to implement effective certification preparation, foundational learning, and skill development programs

 

Qualifications

 

  • Education: Baccalaureate Degree in Education, Business Administration, or a related field

OR

  • Two (2) additional years of related experience

  • Experience: Three years' increasingly responsible experience developing, managing, facilitating, and evaluating training programs for adult learners, including one year of supervisory/lead experience.

 


Education/Experience Equivalency: Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

Desired Qualifications:

  • Experience with data automation and data analytics related to workforce/professional development
  • Project management skills
  • Workplace safety training experience

 

Additional Information

This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office a minimum of twice a week and may be increased based on business needs. Individual schedules will be agreed upon by the employee and their supervisor.

The full salary range for this position is: $85,628.88 - $128,432.88 annually.
