Job Description:

The Central RME Global Standards & Compliance team is seeking a Technical Infrastructure Program Manager (TIPM) to establish and operate programs for managing asset End of Life (EOL) and Total Cost of Ownership (TCO) for base-building assets in customer fulfillment facilities worldwide.

The Base Building EOL/TCO TIPM is a critical role in our organization's commitment to maintaining the safety, regulatory compliance, and operational reliability of our base-building infrastructure. The primary responsibility will be to develop, implement, and manage centralized policies and programs guiding replacement planning of aging infrastructure assets, and modeling the total cost of ownership regionally for each asset class. This position is mission-critical to cost-effectively improving the reliability of global customer fulfillment facilities.

The Base Building EOL/TCO TIPM will collaborate with key stakeholders such as Finance, Lifecycle Planning, Procurement, OpsTech Solutions, Loss Prevention, Automation Engineering, Design and Construction, Building Asset Excellence, Real Estate, Operations, and others throughout the fulfillment value stream to devise and manage a comprehensive methodology by which asset ownership and capital asset replacement costs are identified, prioritized, and replacement projects implemented.

The role reports to the RME Senior Manager for Global Base Building Standards & Compliance (GSC), which is part of the Building Excellence group, reporting through the Director of Global Central RME to the Vice President of EU/NA Customer Fulfillment. The role may be co-located at a fulfillment facility or corporate office in North America or the European Union. Relocation is not required for internal candidates. Travel up to 50% is anticipated in support of program objectives.


Key job responsibilities
1. Asset Identification and Classification:
o Identify base building asset classes to be in the program scope, initially focusing on EU/NA geos, and later expanding worldwide.
o Asset classes may include, but are not limited to: Fire and Life Safety (FLS) systems, electrical infrastructure, HVAC/RTUs, roofs, plumbing, water supplies, dock doors, and passenger elevators.
2. Work closely with Field and Central RME teams to facilitate asset inventory, data collection, and entry into Asset Program Management (APM) as the system of record.
3. Develop standard work and mechanisms for site level assessment of current physical condition of assets within the program's purview.
4. Develop and maintain schedules for regular asset inventory updates to ensure data accuracy and relevance.
5. Work with SME teams, Global Procurement et al. to assess and document asset ownership costs regionally and by business unit. Use case example: “Provide an estimated cost to install, maintain, and replace an HVAC roof top unit at a Gen11 FC in Italy”.
6. Determine renewal and replacement life cycles for each asset class or specific system/equipment, taking into consideration industry standards and best practices.
7. Assist site and central RME teams with the submission of capital allocation requests related to the replacement of base building assets.
8. Collaborate with a wide range of stakeholders to develop policies, oversee program implementation, and contribute to multi-year capital replacement planning activity.


About the team
The Base Building Global Standards & Compliance team (GSC) emerged from the October, 2023 reorganization of Global Central RME. Senior leadership (L8/10) authorized the stand-up of the program based on the business need for a single source of standards & policies to govern base-building asset maintenance, regulatory compliance, total cost of ownership, and asset replacement planning worldwide. GSC is a sub-team of the Building eXcellence Management (BXM) group, reporting through the Director of Global Central RME to the Vice President of EU/NA Customer Fulfillment & Global Ops Services.

BASIC QUALIFICATIONS

• Undergraduate degree in Engineering, Reliability, Quality Management, or similar applicable field.
• ≥15-years’ experience managing progressively complex asset management and analysis programs and portfolios in a variety of industries and facility types.
• Extensive knowledge of Reliability Centered Maintenance Planning, CMMS, and Enterprise Asset Management tools.
• Success developing metric suites and applying facts/data to drive process improvement.
• Experience defining and owning program strategy, end to end delivery, and communicating results to senior leadership independently with limited guidance.
• Exceptional narrative writing and editing skills, with the ability to articulate a clear point of view, and present technical information to non-technical audiences from L4 to L11.
• International work experience, coordinating geographically diverse stakeholder teams and effectively implementing program objectives via remote work.
• High level of proficiency with MS Office suite, Chime/Slack, as well as soft/hardware for presentations and team communications.

PREFERRED QUALIFICATIONS

• Graduate degree (M.Sc or Ph.D) in Reliability Engineering, Engineering Management, Risk Management, Business Administration (MBA), Data Science, or similar applicable field.
• PMP certification, six-sigma certification (green/black) and experience applying agile methodologies, choosing by advantages, etc.
• Proficiency performing root-cause failure analysis, failure mode and effects analysis, statistical and probabilistic risk assessments, Bayesian and Weibull analyses, etc.
• Experience working with data collection and management tools and CMMS, and project management tools (Asana, Smartsheet, etc.) and designing dashboards, business scorecards, monthly and quarterly business reports, and other communications to demonstrate program progress and value.

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $118,900/year in our lowest geographic market up to $231,300/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
