GENERAL DESCRIPTION

The purpose of the position is to provide technical expertise in the maintenance of the City’s wireless communication systems. The position works under direct supervision of the Wireless Communication Manager and the City of Chesapeake’s Information Technologies Organization. The Junior Wireless Engineer for the Chesapeake Connects Project in the City of Chesapeake, Virginia, plays a crucial role in supporting, implementing, and maintaining radio frequency (RF) systems and networks. This position is instrumental in ensuring reliable and efficient communication infrastructure, particularly in the context of Chesapeake Connects, a comprehensive initiative aimed at enhancing connectivity and digital services across the city. The Junior Wireless Engineer will work within the organizational guidelines of the Information Technology Department. They will participate in projects, compile information on the progress of major activities, and periodically attend professional conferences and meetings.

KEY RESPONSIBILITIES

 

 

  • Support and plan the implementation of a CBRS Private LTE cellular network to provide reliable and high-performance connectivity across designated areas.
  • Develop RF propagation models, conduct site surveys, and analyze data to optimize network coverage, capacity, and performance.
  • Collaborate with internal teams, vendors, and stakeholders to ensure seamless integration of RF components and equipment into the existing infrastructure.
  • Oversee the installation, testing, and commissioning of antennas, base stations, and related RF equipment to meet project timelines and quality standards.
  • Conduct RF testing and troubleshooting to identify and resolve issues related to interference, signal degradation, and network performance.
  • Develop and maintain documentation, including RF design specifications, installation plans, test reports, and network configuration documentation.
  • Provide technical guidance and support to field technicians, contractors, and project teams during installation and maintenance activities.
  • Stay updated with industry trends, standards, and best practices related to RF engineering, cellular networks, and IoT technologies.
  • Oversees and develops short and long-term strategic goals pertaining to the planning, development, design and operational processes.
  • Oversees procurement activities for all wireless communications hardware, software, and contractual services to include making budget recommendations, monitoring expenditures, coordinating vendor contracts, and reviewing and analyzing billing processes. Administers all maintenance contracts related to the wireless communication systems, and tower sites.
  • Establishes and administers standards, policies, and procedures.
  • Troubleshoots and coordinates with vendors the maintenance and repair of various communications equipment (microwave, mobile and fixed radio transmitters and receivers, UPS and general equipment at remote tower sites, telephone equipment and devices).

  • Maintains record system for area of responsibility; processes daily paperwork including reports, requisitions, and personnel information.

Required Qualifications

VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor’s degree in computer science, information systems, or a closely related field.

EXPERIENCE REQUIREMENT: In addition to satisfying the vocational/education standards, this class requires a minimum of two years of related, full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and a driving record in compliance with the City Driving Standards.

SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

 

Preferred Qualifications

  • Strong knowledge of RF propagation principles, antenna theory, and RF testing methodologies.
  • Experience with RF design tools and software such as Atoll, iBwave, or similar.
  • Familiarity with FCC regulations and spectrum management.
