EXECUTIVE DIRECTOR - AMERICAN INSTITUTE IN TAIWAN WASHINGTON HEADQUARTERS OVERVIEW The incumbent serves as the Executive Director to the Chair of the Board of Trustees and to the Managing Director of the American Institute in Taiwan (AIT). In this capacity, the incumbent is a key advisor to the Chair and the Managing Director on financial management, corporate strategic planning, operations, organizational effectiveness, security, policy development, and program management issues, as well as on all matters affecting AIT. In the absence of the Managing Director, the incumbent assumes the duties and responsibilities of the Managing Director, ensuring that AIT acts in accordance with the Taiwan Relations Act, Executive Order 13014, and its contract with the Department of State. The Executive Director recommends, plans, and manages special projects related to AIT-wide programs, strategic planning and mission accomplishment. The Taiwan Relations Act (TRA) (Public Law 96-8) requires that U.S. government programs with respect to Taiwan be carried out by or through AIT. Unofficial cultural, commercial and other relations are maintained through AIT, which has offices in Taipei and Kaohsiung, Taiwan, and the corporate headquarters in Washington, DC (AIT/W). AIT carries out on an unofficial basis programs, transactions, and other relations with, or relating to, the people on Taiwan, and enforces existing international and other agreements and arrangements between the U.S. Government, or any department of agency thereof, and the people on Taiwan. AIT, a non-profit corporation incorporated in the District of Columbia, operates under a contract with the U.S. State Department. The contract requires that AIT follow Department of State management and administrative policies, and to document approved exceptions. MAJOR DUTIES AND RESPONSIBILITIES The AIT/W Executive Director supports the Chair and the Managing Director by providing recommendations for improving AIT business practices, based on a comprehensive analysis of present operations and organizational structure. Provides, secures, and/or negotiates for resources and services necessary to manage AIT operations. The incumbent directs and provides technical and policy guidance on a myriad of administrative operations in the AIT/W office, such as human resources, financial management, general services, security, training, and information technology issues. The incumbent serves as the Unit Security Officer (USO). Within the corporate headquarters, the incumbent also directs those functions related to the State Department’s Bureau of Consular Affairs (CA), Office of Foreign Missions (OFM), and Office of Protocol. He/she exercises budget and financial oversight for AIT. Acting in accordance with guidance received from the State Department, the Executive Director provides direction to AIT on fiscal matters pertaining to AIT's overall operation. The incumbent submits detailed annual budget requests and prepares and defends AIT's budget to the State Department, the Office of Management and Budget (OMB), and Congress. He/She establishes monetary controls within AIT to support appropriated funds deposited through a Letter of Credit by the Department or other agencies. He/She reports to the Department on fiscal operations and expenditures and reviews all of AIT/W's accounts payable and approves them for prompt payment. In addition, the incumbent reviews all of AIT/W's accounts receivables, ensuring that proper Indirect Changes (IDC) charges per (OMB) guidelines are applied to invoices submitted to various USG agencies for payment to AIT. The individual selected for this position works within the legal framework established by the Taiwan Relations Act, AIT's contract with the Department of State, relevant OMB circulars, and the body of precedents established by AIT under the direction of the Department of State from the time of AIT's establishment. The incumbent interprets statutory and policy dicta to ensure AIT functions effectively in a manner consistent with statutes or policies, in consultation with the Department of State Office of the Legal Advisor. He/She reviews and authorizes transfer of monies between bank accounts after receiving receipts and memoranda from AIT Taipei showing expenses are ready for payment. Along with the AIT Contracting Officer’s Representative for Administration (COR-A) in the State Department, he/she implements the contract between AIT and the Department of State, including other administrative and policy issues with the Department of State. He/She oversees the formulation and implementation of human resource programs with AIT. The incumbent advises managers and staff on a variety of human resources matters. He/She reviews, recommends and implements changes in organization structure and position classification, and develops and implements recruitment strategies, along with career development, compensation, performance, and employee relations programs. He/She ensures health insurance and retirement programs are efficient and fiscally in line with AIT's goals and budget and correct contributions are made to the various programs. The incumbent ensures that AIT complieswith applicable federal and state legal requirements. He/She manages and supervises a professional staff of three employees. He/She reviews and approves selections, promotions and reassignments of subordinates as well as approves leave schedules. As the supervisor, he/she evaluates employee performance, sets standards and initiates awards. Initiates recognition and disciplinary action for subordinates. He/She ensures that subordinate employees are informed of policies, procedures, and management programs and goals and participates in the development and promotion of the Equal Employment Opportunity and Affirmative Action Plans. Carries out Occupational Safety and Health Program responsibilities. While exercising position management responsibilities the incumbent ensures that position descriptions are current and accurate and that the structure is designed to ensure maximum efficiency, effectiveness and economy. He/She serves as the primary administrative and consular interface with AIT's Taiwan counterpart, the Taipei Economic and Cultural Representative Office in the United States (TECRO). Representing AIT in sensitive and high-level discussions with TECRO counterparts, the incumbent works to resolve AIT/TECRO employee privileges/immunities issues, consular and other administrative issues. He/She exercises oversight over various foreign mission services for TECRO, including those that are normally provided by the offices of Consular Affairs (CA), Foreign Mission (OFM), and Protocol. He/She exercises final authority in approving applications from TECRO and its satellite offices for the issuance of tax-exemption, driver’s licenses, and identity cards, signed by the applicant and issued through the AIT/W office. The Executive Director oversees all domestic consular-related requests from TECRO and reviews them for proper handling and submission to the appropriate office within State's Bureau of Consular Affairs for final adjudication. These requests include but are not limited to requests for Courtesy of the Port for Taiwan authorities traveling to the U.S., J1 Visa Waivers, visa renewals, and change of status of El visa holders. The Executive Director serves as the primary administrative contact with other USG agencies providing services through AIT, including the negotiation and implementation of appropriate contracts/agreements with those agencies in conformity with the Federal Acquisition Regulations, Department of State guidelines and relevant OMB circulars pertaining to private, non-profit corporations such as AIT. He/She advises various offices within State and other agencies on the acceptable manner on how to fund their programs or reimburse AIT using its unique process in financial management without violating the TRA, FAM, FAH, OMB Circulars, and the federal budgeting laws or regulations. He/She briefs personnel assigned or detailed to AIT/Taiwan as well as performs other duties as assigned. The candidate selected must possess a demonstrated mastery of advanced management and organizational skills dealing with business or government structure, functions, programs, budgeting procedures and organizational relationships to resolve a wide range of complex issues. Not-for-Profit experience is a plus. The incumbent must also possess skill in oral and written communications to develop policy, guidance, instructions and to present recommendations. The Executive Director must have thorough knowledge of human resources functions to provide advice on a wide of related issues such as selections and maintenance of health benefits and retirement programs. This ensures, in a highly political and sensitive arena, that agencies performing business with the Taiwan authorities conform to complex and sometimes undefined regulations and procedures. The Executive Director must also have knowledge of the Policy and Protocol of Privileges, Immunities and Exemptions to perform a wide variety of interrelated and non-standard procedural assignments and to develop new methods and procedures for the implementation of AIT-TECRO agreements.
