JOB SUMMARY: Responsible for the preparation and dissemination of information regarding County services and programs to the public and implementation of communication strategies through the use of social media.

 

ESSENTIAL JOB FUNCTIONS:

  • Develops and distributes educational material promoting awareness of County services and activities including news releases, publications, articles, and exhibits.
  • Writes and/or presents speeches concerning County operations, programs, and issues for various civic groups, agencies, and the general public.
  • Conducts public awareness presentations to citizen groups, governmental agencies, and the general public as needed.
  • Establishes and maintains a comprehensive communication plan for Pulaski County.
  • Develops and maintains an annual Request for Proposal (RFP) for communications consultants to procure local media advertising.
  • Develops crisis communication strategies and procedures; conducts news releases addressing crisis situations.
  • Prepares and presents promotional and educational programs to government agencies, civic organizations, schools, and the general public.
  • Promotes Pulaski County Government at civic functions, job fairs, meetings, and other events.
  • Writes, edits, and disseminates news releases to news media including newspapers, radio, and television media.
  • Researches past records to obtain pertinent information concerning news releases.
  • Coordinates media coverage of County events.
  • Develops and recommends procedures to improve the effectiveness of inter-departmental communication.
  • Manages the County website for content ensuring the maintenance of current, accurate, and complete information.
  • Serves as department liaison regarding governmental affairs with other states, local, and federal governmental agencies.
  • Evaluates and directs social media initiatives such as Facebook, Twitter, and others ensuring the communication of County news and activities.
  • Develops strategies to position the County services and programs online through social media sites and other web tools.
  • Analyzes and recommends appropriate methods and styles of communication to maximize public access to County information.

SECONDARY DUTIES AND RESPONSIBILITIES:

Performs other related duties as required.

PERSONNEL SUPERVISED: Provides direct supervision to one Communications Specialist.

 

WORKING CONDITIONS: Duties are primarily performed within a smoking-restricted office environment. However, attendance at meetings and functions at outside agencies within the County may be required.

 

MINIMUM QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

  • Considerable knowledge of the principles and techniques of public information, public relations, and marketing.
  • Considerable knowledge of operational services and activities within Pulaski County departments.
  • Considerable knowledge of publication design and layout techniques.
  • Considerable knowledge of business and publishing software.
  • Considerable knowledge of communication strategies through social media websites.
  • Good knowledge of communications media.
  • Some knowledge of the principles and practices of journalism and media writing.
  • Ability to write news releases, articles, and other materials.
  • Ability to design and produce brochures, pamphlets, and other public informational materials.
  • Ability to prepare and present oral and written information and reports.
  • Ability to conduct informational research.
  • Ability to analyze communications strategies.
  • Ability to attend work regularly and reliably.
  • Skill in the operation of a computer and use of design and publication software and social media websites.

PHYSICAL REQUIREMENTS:

  • Visual acuity is needed for the use of a computer screen.
  • Digital dexterity is needed for keyboard operation.
  • Ability to communicate effectively orally in person, by telephone, and in groups.

EDUCATION AND EXPERIENCE:

Completion of a bachelor’s degree in Communications, Journalism, Public Relations, Business Administration, Marketing, or a related field; considerable experience with public relations, communications, or a related area; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.

 

Employment is contingent upon the successful completion of a criminal background check.

Must possess or be able to immediately obtain a valid Arkansas Driver's License.

Regular and reliable attendance is an essential function of this position.

PREFER:

Previous experience as a Communication Director/Manager for a mid-size to large entity.
